In accordance with the requirements of the "Environmental Impact Assessment Law of the People's Republic of China" and the "Public Participation in Environmental Impact Assessment Measures", it is necessary to conduct public participation in the environmental impact assessment of the "Fully Automated Printing and Packaging Material Clean Production Line Project" to understand the public's attitude towards the project construction and their opinions and suggestions on the project's environmental protection, and to accept public supervision.
I. Project Name and Overview
(I) Project Name: Fully Automated Printing and Packaging Material Clean Production Line Project
(II) Project Overview: Guangdong Xingyin Packaging Materials Co., Ltd. plans to construct a "Fully Automated Printing and Packaging Material Clean Production Line Project" in the northeast of C03 plot, Nanshanwan Industrial Park, Haoxiang District, Shantou City. The total investment of the project is 75 million yuan, covering an area of 13503.79 square meters, with a total construction area of 15739.56 square meters. The project plans to construct 3 factory buildings and 1 gatehouse, and supporting other supporting environmental protection facilities, with an annual output of 5000 tons of packaging films and bags.
II. Working Procedures and Main Contents of Environmental Impact Assessment
(I) Working Procedures: The environmental impact assessment work is divided into three stages: preliminary preparation stage, analysis, demonstration and prediction and evaluation stage, and environmental impact report preparation stage. In the first stage, preliminary engineering analysis and environmental condition investigation are carried out, environmental impact factors of the construction project are identified, main environmental impact factors are screened, evaluation priorities and environmental protection targets are clarified, and a work plan is formulated. In the second stage, further engineering analysis is carried out, sufficient environmental status investigation and monitoring are conducted, environmental impact prediction of the project is carried out, and the environmental impact of the project is evaluated. In the third stage, the results obtained in the second stage are summarized and analyzed, environmental protection measures and suggestions are put forward, and the environmental impact report is completed.
(II) Main Work Contents: Based on the investigation of the current environmental quality around the project, the environmental impacts that may be caused during the construction and operation periods of the project are analyzed, predicted and evaluated, and countermeasures and measures to prevent or mitigate adverse environmental impacts are proposed, and methods and systems for tracking monitoring are formulated.
III. Scope and Main Matters of Public Opinion Solicitation
(I) Scope: Units and individuals directly or indirectly affected by the project, as well as units and individuals concerned about the project construction.
(II) Main Matters:
(1) The public's main attitude towards the project;
(2) The main environmental impacts of the project during the construction and operation periods, as considered by the public;
(3) Opinions and suggestions from the public on the environmental protection measures of the project;
(4) Other opinions and suggestions from the public on the project.
IV. Public Announcement Period and Main Methods for Public Opinion Submission

The compiling unit will truthfully record the public's opinions and suggestions in the project's environmental impact report and reflect them to the project's construction unit, design unit, and relevant departments.
